Rural Transport Scheme
The Rural Scheme is potentially available to anyone residing in the Norfolk area, including some Suffolk areas who are economically inactive or unemployed. The funding is designed to assist individuals to move forwards towards employment, so this means using a moped to attend appointments, participate in community activities, look for employment, education or training, attend work trial, work experience or traineeship.
The Rural Scheme fund is applied for by completing a Kickstart Norfolk Application Form and once received, our team will assess the applicant against the funding criteria. If successful, Rural Scheme funding will provide the individual with:
1. Issue of a 50cc moped – this involves our dedicated driver delivering the moped to the individual at either their residential address or place of employment, education or training and then a detailed handover will take place looking at the following:
A. Moped controls and safety features
B. Daily & weekly checks that the individual is required to carryout
C. Emergency numbers for AA breakdown
D. Actions to be taken in the event of an accident, breakdown or individual wanting to return the moped
2. Substantially discounted Weekly Hire of moped for a period of up to 26 weeks – At the end of the 26-week period the moped will be collected by Kickstart Norfolk unless the individual states they are happy to self-fund the full weekly hire costs. Discounted Weekly Hire Fees are as follows:
• 50cc Moped – £20 per week
• 110cc Scooter – £30 per week
Please note; The Kickstart Norfolk – Rural Scheme is available to individuals on Universal Credit or any other form of benefit and each applicants affordability will be assessed via a budget planner.
3. All moped hire payments are made by direct debit which will be set up by the Kickstart Norfolk
4. The rider will be required to hold a minimum of a Provisional Motorcycle Licence to obtain this funding, therefore, should the individual not hold a licence an application to obtain a Provisional Licence will need to be made.
The Rural Scheme is part funded by the European Agricultural Fund for Rural Development.
